Replay was 100% inconclusive if he had lost control or not prior to the forearm down. I think he PROBABLY had control...but it wasn't remotely close to CONCLUSIVE.

I'm pretty sure you have to lose control of the ball. So, if he's just moving the ball or if the ball is moving in his grip as he prepares to land, that's probably allowable. If he unintentionally is losing control of the ball, then it would be a fumble. If you're going to the ground and the first thing that's going to hit the ground is your arm that's securing the ball it seems reasonable to me that as you're bracing for contact, the ball might move a bit.
