Who makes the decision on retiring numbers? Is it a committee? Leon? Waded? Is there formal criteria? It feels like Troy is as likely a candidate as we've had in a long time and this would indicate it ain't happening.

I think it boils down to the fact that there are barely enough numbers available as is. I dont think retiring his number will happen. Maybe even Troy said no to it.

Here's a rather "outside the box" way of looking at the number 15 being worn.
To cover all the positions that Troy played and excelled at playing for the Bobcats we need to have 4 players wearing the number 15 each season.
A quarterback, running back, linebacker, and someone on special teams. Only by putting 4 high quality players in that number each season will the Bobcats come close to getting the same level of performance and production out of that number.
Personally, I think that retired numbers should only be retired for as long as that player is alive and sometime after death the number should be used again.
To cover all the positions that Troy played and excelled at playing for the Bobcats we need to have 4 players wearing the number 15 each season.

Show me a picture of someone wearing #15 in a game last season. The 2022 roster is still available, no #15. Until we have 180+ players on the roster I don't see this as a valid argument. It's not like we're going to start retiring a bunch of numbers. I would say Troy and potentially the best player on the team if/when we win a national championship.

So if MSU retires #15 for Troy do they also retire #14 for Lulay or #9 for McGhee? I'd argue that both of those players had just as much of a positive impact on the MSU football program as Troy did.
Personally I'd vote for more of a "Ring of Honor" type thing like NFL teams do, where the names of legendary players are displayed in the stadium prominently but without retiring any jersey numbers.

Maybe, but this comment is a little bit off in my opinion, unless he means playing Sac State, MSU, and DumB at home is good for them vs. on the road. I took that as them getting all their big games at home, where they'll have an easier time to winning those games.
