It will change 10x before its built. Once I started looking at the rendering of the inside, I started thinking about going back to school, just to workout. If this happens, it will be an impressive building/addition to campus. No idea how this vote compares to other student votes for fees increases, but a normal/public ballot issue that comes up that passes with 2/3 approval is usually seen as pretty solid. I think turnout was 16.3% for students which is shockingly HIGH compared to most years. No this would be in the bond market. Someone will underwrite the bond. Most bonds are looked at as safe investment that pays a consistent return. It should be low, but it is not exactly the same market.
