I found the answer to my question. In the article about Binford being COY:
"Montana State plays the winner of No. 8 Northern Colorado and No. 9 Sacramento State"
I assume this format will be the same for the men too.

Correct. The conference stopped re-seeding teams after each round when they moved the tournaments to Reno in 2016.
