I don't think it requires that any information be posted, but rather that the ISP and/or website operator collect this information.

It's a really stupid idea for a law, IMO. I am all for voluntary disclosure of real names on message boards (or even boards themselves requiring real names as part of their own business model), but the government has ZERO business being involved in something like this. I doubt the bill will go anywhere.
