Cases like this always bemuse, confuse, perplex, and cause me to scratch my head. In reading the article as a whole, law enforcement states that this was a diagnostic exercise, and wanted to learn who, what, why, where, when and how. But since they ran a successful “sting” it sounds like they already knew this stuff.

How was pretty simple, read the newspaper — which perhaps could be persuaded to not run ads for illegal services. The rest followed. Using the public as unwitting informers seems always to me to be “not very nice” if not actually illegal. At the very least those helping law enforcement figure this out should be paid for their time and effort.
