When the transfer portal was finally approved by the NCAA a few years back, it allowed any NCAA athlete a "one-time" transfer and immediate eligibility the following year. Athletes who transfer a second time were subject to the old sitting-out 1-year penalty (essentially). There are two exceptions. The first is for graduate transfers. The second requires the athletes to apply for a waiver from the NCAA. Many assumed this waiver would be easy to get. The "one-time" part of the transfer rule has pretty much been ignored by athletes, coaches, and the media. Currently, it is said the NCAA is focusing on waivers for fall sports and especially football. In a discussion I have had with some folks who follow NCAA football nationally, they pointed out that the NCAA has been VERY stingy with these waivers for second-time transfers. Something like less than only 10% has been granted of those that have been adjudicated so far. I bring this up because there are a lot of NCAA basketball players who have transferred for a second time, that are starting to get nervous now. Two Former Bobcat players fall into the second transfer category. Darius Brown who followed Sprinkle to USU is one, but I believe he falls under the Graduate transfer rule. Rayquan Battle, who transferred to West Virginia though does not (I believe, correct me if I am wrong) and his name has come up as someone who may not get a waiver. I do not bring this up because I think there is a chance he could return to MSU, that bridge has sailed I think. I do think it is interesting to keep track of. This year will have a big impact on those who may be looking for a second transfer, once they eventually see how likely it will be of them to be granted a waiver. Unfortunately, this year's class of transfers may find themselves in a pickle.
BTW I believe Robert Ford would have found himself in the same problem as Battle if he had transferred.

Hopefully once the last group of "Covid Year" players exhaust their eligibility, we'll start to see a lot fewer players transferring two or three times during their careers. So many of MSU's high-profile transfers this year (Ifanse, White, Bad Bear, Battle, Brown) would've been done without that extra year they all got.
It's good to see that the NCAA is being selective about approving the transfer waivers, but wouldn't Battle have needed to get approval prior to transferring?

If they get denied they can go play NAIA or Div 2 or 3. Different set of rules for those places.

The NCAA does not work that fast. Question to ponder: If he does not get the waiver does Battle still get to keep the car he got (NIL) when he signed with WVU?

Him saying he is staying doesn't answer the question of if the NCAA will approve the transfer or not.

Could be, this came out after others entered portal when coach resigned. I took it as him saying he was staying at WVU not anything to do with MSU transfer.
