I was browsing through the IA/IAA record books, and saw this stat:

Receptions in a single game
21# David Pandt against EWU Sept 21. 1985

#Record for a running back

So Mr. Pandt holds the collegiate (NCAA) record for most receptions in a game by a running back.

Edit: Okay, so to be fair I guess that one doesn't specifically mark the "by a running back" part.
