I would say he is THE best running QB in the FCS, hands down. Can't say for sure if he's the best pure QB or even the best player, but there's no way anyone else is better than him when he runs the ball. I've been critical of Tommy's passing in the past, but this year he looks like one of the top 10 passing QBs in FCS. The coaches have obviously made a decision to protect his health in the run game, but we also know-mostly from last year-that hes one of the best 2-3 running QBs in FCS.
But since the entire team is stacked, including an elite D, he doesn't show off nearly the numbers he needs to in order to win the award.
IMO. Even if hes quite possibly the best player in FCS.

Durability is definitely his only weakness at this point but that's just the nature of being a running QB. Not much he can do about it besides not running as much, which has worked out well so far. I do not belie he has any weakness, but he does have a target on his back IMO.
