I see there’s a few FBS portal QBs out there recently. Two that caught my eye are from TCU and Utah St.

If they're good enough to catch your eye, how likely is it that they'd want to come be a backup for an FCS school? If MSU wants to hit it big in the QB Transfer Portal I think it will need to happen in 2025.

Yes, a quality QB that has a history with one of MSU’s coaches is a possibility.
