That ended a couple years ago. There are still some rules but I think it only applies to linemen at this point. The biggest part of the rule change is that if you change numbers you have to pay the NFL for the cost of all your jerseys that have been printed (so the player is essentially paying the NFL to donate jerseys to third world countries).

Troy was given #44 by the Falcons for training camp but after the roster is cut down after training camp (and numbers open up) players can then choose from the open numbers (and negotiate with other players to take that number/pay the NFL as was already brought up) and that typically ends up being your "permanent" number
