- players ejected for targeting would be allowed to remain in the bench area
- no more than two players wearing the same number
- expanding jurisdiction for officials during games from 60 before kickoffs to 90 minutes before kickoff
- speeding up replay reviews to a two-minute window
- Adding “0” as a legally recognized number

I’ve wondered why the PAT hasn’t been moved back??? Guess it takes the surprise 2 point conversion out of the game. What’s the thinking on this change?

I've seen it happen a lot in basketball, when there's usually a technical foul called for either dunking in warmups (probably just a HS thing) or some procedural violation dealing with the score book. I'd imagine they'd do something similar at the start of a football game.
Usually rule changes are brought on by something that necessitates a change, so I'm curious what has happened recently that's made people think this needs to happen. I've heard about a little taunting here and there, wonder if that's all it is.

Speeding up replay reviews....I'll believe that one when I see it! Those are excruciatingly slow even when the calls are obvious.

I think that there were a few Rivalry games last year with some pregame fighting. Texas/Oklahoma?

Kentucky and Virginia Tech had one last year, there are at least 2-3 every year it seems. This rule would make it so those players can be ejected before the game, instead of dealing with it after the game.

Or with men's BB, the Kansas/Kansas St rivalry. There are some issues there.
