Playoff Stadium noise

Playoff Stadium noise
I’m flipping through all the different playoff games. One thing that I’m noticing in all of them is all of the home stadiums are blasting music between plays and the PA guy can be heard too. I’ve always understood that the NCAA dictates the rules and MSU has always followed those rules. However, when I’ve watched pretty much ANY other playoff game, they’re not following the same rules.
I encourage anyone to see this for yourselves.
