I’d either go to The Western, or Storm Castle. Either way you’ll have to wait, and if you’re planning on waiting until 9:30, you’re going to have to wait a long time. Wake up earlier is my suggestion.
To be more specific, Club Tavern has the best CFS in town. Not a knock on the Western(great CFS) and Storm Castle is excellent (always forget about that place), but the Club's CFS is something else.
Oh I’ve had it more than a few times. I think the quality and consistency has gone downhill by a fair margin in the past couple years.
That's a bummer; i guess I've lucked out.
I'll give my 2 cents on this one.

All three have good to great Chicken Fried Steak. I'd say it ranks out as follows:

1a: Western
1b: Storm Castle
2: Club Tavern

The Club Tavern is still pretty dang good but the Western and Storm Castle have an X factor that separate them. But they all make a turd!

In any case, if you are trying to actually get breakfast at 9:30 am I wouldn't recommend any of these places. You'll be in line so long you'll need a lunch menu by time you're seated. Get there 7:30 am, and you'll only need to wait a few minutes.

Breakfast? i am sleeping in until after lunchtime so i can stay up until after midnight.

When Bar 3 first opened in Belgrade in the location that the Local is now, it had the best most unique chicken fried steak ive ever had. And who can compete with Mainstreet over easy with a steak that takes up a whole plate and called the grizzly killer.

It's in the same spot as Mixers. Pretty sure they tore down the building.

Cafe M has really good breakfast burritos. Four different choices. It's right next to Montana Ale Works. No long wait. Eat it as you're walking up to the R Bar.

I know it’s out of the way for some people, but Livingston has some very good breakfast spots.
