Why would they need to raise the roof? This is a huge building even if it might not look like it from the perspective from which this photo was taken.

No reason for the roof to be raised. It's deceptively tall (look at the workers on the right side). Punts might be tight in there, but deep throws won't be anywhere near the roofline

It looks like they may have masked them off to protect finished walls from track surface material.
