Inner City Soccer?

Why does the USA not have more inner city soccer programs?
This makes so much more sense than having the inner city kids playing football, baseball and basketball. We need to stop all the football, baseball and basketball and replace them with soccer in the inner city.
First of all it has to cost less than equipping a football or baseball team. Just hand them white T-shirts they could "tag" with their own "art" as a cost saving measure.
Second its a safety issue. Everyone knows what happens with injuries in football and soccer seems like a very logical safety measure "for the kids" This cuts down on healthcare costs that people with no money really worry about.
Isnt it about time we have some equality in soccer? I think people are sick of having teams like Germany and the Neatherlands dominate soccer the way they are right now, we need to instigate some "affirmative action" so black athletes can compete with the elite in the sport.
Also with games always ending in 0-0 ties, nobody loses, nobodys feelings get hurt and we all know that means no after game gunplay.
Its only fair and we need to do it, for the kids.
