That's part of it. Can't find an exact percentage, but the NCAA takes a large "cut" after the home schools expenses.
However, this is only the minimum payment required regardless of revenue generated. If the winning school makes more money, the NCAA takes a larger cut minus the school’s expenses. In turn, the school receives a larger honorarium with whatever is left over.
